8. Hevan
Island of Waste

With ocean levels having risen long ago, the various communities of Florida and surrounding areas were forced to assimilate into one large archipelago, with the largest population being found on the massive central island. The religion of the island arose through a process of syncretism between several traditional religions and a descendant of modern Catholicism. Namely, while the people are mainly monotheistic, they believe in spirits existing in the world around them; some of ancestors and some of non-human sources. Outsiders often return from Hevan stating that there might be some truth to it, as most tend to get the feeling that they're being watched by unseen eyes while they're there.
The name Hevan came from a misunderstanding by a Silver missionary in the distant past who thought that the island was a local translation for the word Heaven, but it was actually meant to be "Haven". The name Haven was an English word that was brought upon when the flooding first forced the migration.
Because of the extreme temperatures in Hevan, it's difficult to grow much and fishing trips are treacherous as the ocean tends to become dangerous without much warning. Because of frequent severe storms, it's difficult to keep any sort of permanent infrastructure. Foreign nations take advantage of this and human rights violations are committed unchecked, adding to violence among locals as individuals struggle to survive. Even among missionaries there are frequent accounts of abuse.
A few years before the current events, Silver invaded and easily took hold of Hevan. Though their presence is fairly minimal and their base of operations built to be quickly abandoned if needed, the effect it's had on the island and the locals has been devastating. Citizens are conscripted to do menial labor and are at times forced to join Silver's military despite knowing they're bound to be placed in sacrificial positions.
While Silver maintains that their presence on the island is purely one of generosity to teach the locals important skills they can use to establish stronger communities, it's quite clear it's a base to bring forces closer to Insomnia for when the war breaks out.
